To strengthen mutual understanding and friendship between the Chinese people and people around the world, and to promote exchanges and cooperation between China and other countries in various fields, the Chinese Government has established scholarship programs to support outstanding international students, teachers, and scholars in pursuing studies or conducting research at Chinese universities.The scholarship covers a wide range of disciplines, including science, engineering, agriculture, medicine, economics, law, management, education, history, literature, philosophy, and the arts.

Bilateral Program

Xisu, one of the host institutions for Chinese Government Scholarship (CGS) students, currently offers CGS to Bilateral Programs.Students can submit applications to the dispatching authorities for overseas study of your home country.

Scholarship Categories

The Bilateral Program admits undergraduates, Master's Degree students, doctoral students, general visiting students, and senior visiting students.For specific admission policy applicable to each country, please consult the overseas student dispatching authorities in your home country. 

Language of Instruction

For undergraduate students studying in China under the Chinese Government Scholarship, the language of instruction is Chinese.For postgraduates and visiting students, the language of instruction is generally Chinese, while some universities may offer certain programs in English.

Scholarship Duration


Coverage of Scholarship

I. Full Scholarship

● Exempted from registration fees, tuition fees, laboratory fees, internship fees, and fees for main textbooks;

● Free on-campus accommodation;

● Monthly living allowance: Undergraduate students: RMB 2,500/month; Master's Degree students and general visiting students: RMB 3,000/month; Doctoral students and senior visiting students: RMB 3,500/month. Living allowance is distributed monthly by the university. A full month's allowance is given to students who register on or before the 15th of the month; half-month allowance for those registering after the 15th. Graduating students receive the allowance up to half a month after the university's graduation date. Scholarship students who leave China for more than 15 days (excluding official holidays) for personal reasons will have their allowance suspended for that period.

II. Partial Scholarship

● Partial scholarship covers one or several items of the full scholarship.

III.Application Channel and Timeline

Applicants should submit their applications to the international student dispatch authorities in their home countries. The application period generally runs from early January to early April. Exact dates may vary by country, so please consult your local dispatch authority.

Application Requirements

1. Non-Chinese citizens and in good health;

2. Academic qualifications and age requirements:

● Undergraduate applicants: High school diploma, excellent academic performance, under 25 years old;

● Master's Degree applicants: Bachelor's Degree, under 35 years old;

●Doctoral Degree applicants: Master's Degree, under 40 years old;

●General scholar applicants: Completion of senior high school or above, under 45 years old;

● Senior scholar applicants: Master's Degree or above/associate professor or above, under 50 years old.

Application Procedure

1. Submit an application to the dispatch authority in your home country and obtain their recommendation;

2. Contact a scholarship host university and obtain a pre-admission letter from the university;

3. Log in to the “CSC Online Application System for International Students” (accessible at http://www.csc.edu.cn/laihua or http://www.campuschina.org) — click “Online Application for Students” — complete and submit the application online, print the “APPLICATION FORM FOR CHINESE GOVERNMENT SCHOLARSHIP”. For the operation instructions of “CSC Online Application System for International Students”and “Receiving Agency Code”, you may consult your local dispatch authority.

4. Submit your complete application materials to your local dispatch authority within the required time frame.

Note: The China Scholarship Council (CSC) does not accept direct applications from individuals. CSC reserves the right to adjust the host university and study plans for applicants who have not obtained a pre-admission letter.

Application Materials (Two copies each)

1. Completed “APPLICATION FORM FOR CHINESE GOVERNMENT SCHOLARSHIP  ” (in Chinese or in English);

2. Notarized highest diploma (translated into Chinese or English if the original is in another language). Current students must submit an official proof of enrollment;

3. Academic transcripts. Texts in languages other than Chinese or English must be accompanied by a notarized translation in Chinese or in English.

4. Research proposal written in Chinese or in English: Minimum 200 characters/words for undergraduate applicants; minimum 500 characters/words for visiting students; minimum 800 characters/words for graduate applicants;

5. Two recommendation letters in Chinese or in English from professors or associate professors for applicants of Master's/Doctoral programs or senior scholar programs ;

6. Music applicants shall submit a CD with your original works; Fine arts applicants shall submit a CD including two sketches, two color paintings, and two other works;

7. Applicants under 18 years of age shall submit legal documents regarding your legal guardian in China;

8. Applicants who will study in China for over six months shall submit a copy of the “FOREIGNER PHYSICAL EXAMINATION FORM”.(Please keep the original yourself. This form is officially printed by China's health and quarantine authorities. You may download it from the website of the China Scholarship Council ---http://www.csc.edu.cn/laihua or http://www.campuschina.org, and fill it out in English). Applicants shall complete all items specified in the  Foreigner Physical Examination form. Any form with missing items, no attached personal photo, no cross seal on the photo, or without signatures and official seals of the attending physician and the hospital shall be deemed invalid. Given that the medical examination result is valid for six monyhs, applicants are advised to arrange the physical examination accordingly.

9. Applicants who have received a pre-admission letter from the scholarship-granting university shall attach a copy of the letter to your application materials;

10. Applicants who have obtained an HSK score report shall attach a copy to your application materials.

Materials should be bound in the above order at the top left corner (two copies in total). Submitted materials will not be returned regardless of the application outcome.

Admission and Notification

1. The China Scholarship Council will review whether scholarship applicants meet the eligibility criteria. Applications from ineligible candidates or submissions with non-compliant documents will not be accepted.

2. The China Scholarship Council shall forward the approved application materials to the relevant universities for admission arrangements. The Council reserves the right to make appropriate adjustments to applicants'selected universities, majors, funding categories and scholarship duration based on scholarship regulations of respective countries, admission capacity of host institutions, academic system requirements of majors and applicants' personal qualifications. The final admission decision shall be made by the universities. For applications accompanied with pre-admission letters, CSC will send the documents directly to the respective university for admission confirmation.

3. Applicants confirmed for admission by the host university may receive the Chinese Government Scholarship to study in China upon approval by the China Scholarship Council. Each scholarship recipient shall be funded under only one Chinese Government Scholarship program.

4. The China Scholarship Council will send the Admission List, Admission Notices, and Visa Application for Study in China (JW201) to the Chinese Embassies or Consulates General in respective countries before July 31, which will then forward these documents to the overseas student dispatch authorities or the applicants themselves.

5. Scholarship recipients shall not change your host university, major, or study duration as stated in the Admission Notice once you arrive in China.

6. Scholarship eligibility will not be retained for those who fail to arrive in China within the approved study period.
