Shaanxi Sanqin International Student Scholarship
Article 1: In accordance with the Implementation Opinions of Shaanxi Province on the National Medium- and Long-Term Education Reform and Development Plan Outline (2010-2020), and to actively implement“Study in China Project”issued by the Ministry of Education, we establish the Shaanxi Sanqin Scholarship for International Students (hereafter referred to as the Scholarship) and formulate these Measures. This initiative aims to encourage more outstanding international students to study in Shaanxi, promote the sound and rapid development of international student programs in higher education across the province, and enhance the international influence of Shaanxi's higher education sector.
Article 2: The “higher education institutions” referred to in these Measures mean full-time regular higher education institutions established in accordance with relevant national regulations, which provide formal higher education and recruit international students.
Article 3: The International Student Scholarship is awarded to international students pursuing full-time studies at higher education institutions in Shaanxi, who are enrolled in undergraduate or higher degree programs and excel both academically and morally.
Article 4: The International Student Scholarship is reviewed and awarded once per year. The Shaanxi Provincial Department of Education and the Shaanxi Provincial Department of Finance shall formulate the selection plan and distribute it to the relevant higher education institutions.
Chapter 2: Scholarship Categories and Award Amounts
Article 5: Scholarship Categories and Award Amounts
Category A International Student Scholarship – Awarded to outstanding international students pursuing Doctoral Degree programs in Shaanxi. The scholarship amount is RMB 25,000 per person per academic year.
Category B International Student Scholarship – Awarded to outstanding international students pursuing Master's Degree programs in Shaanxi. The scholarship amount is RMB 20,000 per person per academic year.
Category C International Student Scholarship – Awarded to outstanding international students pursuing Undergraduate Degree programs in Shaanxi. The scholarship amount is RMB 13,000 per person per academic year.
Category D – Provided to financially disadvantaged outstanding students, as recommended by the Kazakhstan Economic Integration Foundation. The aid amount is RMB 10,000 per person per academic year.
Chapter 3: Eligibility Requirements
Article 6: Applicants shall hold foreign nationality (non-Chinese citizenship) and a valid foreign passport, be enrolled in a regular higher education institution in Shaanxi Province qualified to recruit international students, and be in good physical health.
Article 7: Applicants shall have completed one year or more of formal academic education at their host institution. They shall abide by Chinese laws and university regulations, demonstrate diligence in study, achieve excellent academic results, exhibit good conduct, and have no record of violating Chinese laws or university rules and regulations.
Article 8: Applicants shall demonstrate outstanding academic performance and possess an appropriate level of Chinese language proficiency, supported by relevant certificates (Requirments may be relaxed for majors taught entirely in English). All compulsory courses of the current academic year shall be rated good or above.
Article 9: International students who have already received or are currently receiving the Chinese Government Scholarships or any other type of scholarship (excluding Incentive Awards such as Full Attendance Awards or Outstanding Student Awards) during their period of study shall not be eligible for this scholarship.
Article 10: Other basic eligibility requirements:
1. Undergraduate Applicants: Applicants shall hold a educational qualification equivalent to graduation from a senior high school in China, be under the age of 25, and provide a recommendation letter issued by their current institution.
2. Master's Degree Applicants: Applicants shall hold a Bachelor's Degree, provide two recommendation letters from professors or associate professors, and be under the age of 30.
3. Doctoral Degree Applicants: Applicants shall hold a Master's Degree, provide two recommendation letters from professors or associate professors, and be under the age of 35.
4. Financial Aid for Kazakhstani Applicants: Applicants shall be recommended and reviewed by the Kazakhstan Economic Integration Foundation, and then submitted to the Shaanxi Provincial Department of Education for final approval.
Chapter 4: Application and Review Process
Article 11: In accordance with the annual scholarship selection plan issued by the Shaanxi Provincial Department of Education and the Shaanxi Provincial Department of Finance, each university shall set up a review panel to formulate recommendation rules, procedures, and specific evaluation standards in line with its own teaching and student status management, and conduct publicity and organizational arrangements for the scholarship.
Article 12 Applications and reviews shall be conducted in accordance with the following procedures:
(1) The application and review of the International Student Scholarship shall be organized and implemented by the Shaanxi Provincial Department of Education.
(2) International students studying in Shaanxi who meet the award criteria shall truthfully complete and submit the Annual Application Form for Shaanxi Sanqin International Student Scholarship to their universities in accordance with the time and requirements prescribed by the universities.
(3) Higher education institutions shall recommend candidates for the scholarship in accordance with the review criteria and requirements. After on-campus public announcement, they shall submit the review report, recommendation list, and one copy of each selected candidate's Application Form to the Shaanxi Provincial Department of Education by September 30 each year.
(4) The Shaanxi Provincial Department of Education shall organize experts and relevant personnel to review the materials of candidates recommended by universities, and shall notify the relevant universities in writing by October 20 of the list of students selected for the scholarship. The universities shall then publish the list on their websites for public announcement.
Article 13 Applicants for this International Student Scholarship shall submit the following materials:
1. Application Form for the Shaanxi Sanqin International Student Scholarship;
2. A copy of the applicant's passport and valid visa;
3. Certificate of highest academic qualification and degree, such as a graduation certificate;
4. Academic Transcripts and Performance Certificate issued by the current Institution;
5. Original recommendation letters as stipulated in Article 10 of the Measures.
Chapter V Scholarship Disbursement Procedures
Article 14 Upon receiving notice from the Shaanxi Provincial Department of Education, higher education institutions shall promptly notify applicants of the specific scholarship information.
Article 15 By the end of October each year, the Shaanxi Provincial Department of Finance and the Shaanxi Provincial Department of Education shall issue the International Student Scholarship budget, and higher education institutions shall disburse the scholarship to awardees by November 20.
Article 16 To expand the influence of the International Student Scholarship and encourage international students to study diligently and make positive progress, higher education institutions may hold an appropriate award ceremony for scholarship recipients.
Chapter VI Administration and Supervision
Article 17 Higher education institutions shall conduct fair, impartial, and standardized reviews in strict accordance with laws and regulations. Where procedures or disciplinary requirements are violated, or where fraud is committed to manipulate the review process, the relevant personnel shall be held accountable.
Article 18 Higher education institutions shall strictly implement national financial regulations, conduct special-account accounting for the International Student Scholarship, ensure that earmarked funds are used exclusively for their designated purpose, and disburse the scholarship to eligible international students timely and in full amount. They shall not withhold, divert, or misappropriate the funds.
Article 19 Higher education institutions shall strictly implement relevant national financial regulations and the provisions of the Measures. They shall not withhold, divert or misappropriate the International Student Scholarship, and shall voluntarily accept inspection and supervision by departments responsible for finance, education, auditing, discipline inspection and supervision.
Article 20 Higher education institutions shall report, in the form of official documents, the disbursement and use of the International Student Scholarship to the Shaanxi Provincial Department of Education by December 31 each year. The Shaanxi Provincial Department of Education, together with the Shaanxi Provincial Department of Finance, shall inspect the disbursement and use of the scholarship, conduct a comprehensive evaluation and performance assessment of its administration and effectiveness, and use the results of the performance evaluation as an important basis for allocating International Student Scholarship quotas for the following year.
Article 21 Higher education institutions shall strengthen the education and administration of international students receiving the scholarship and fully leverage the benefits of the scholarship. For international students who violate China's laws and regulations, seriously violate university rules and disciplines, cause serious consequences or adverse effects, or are unable to continue their studies for other personal reasons, the institution shall promptly cancel or suspend the scholarship and report the situation to the Shaanxi Provincial Department of Education. After cancellation or suspension, the institution shall, in accordance with prescribed procedures, propose a plan to reallocate the scholarship quota to other outstanding international students at the institution and implement it after obtaining approval from the Shaanxi Provincial Department of Education.
Chapter VII Supplementary Provisions
Article 22 These Measures shall be interpreted by the Shaanxi Provincial Department of Finance and the Shaanxi Provincial Department of Education.
